Born in Harpenden, Hertfordshire, Salisbury displayed early artistic talent and began his formal training at Heatherley's School of Fine Art in London.

Salisbury's career flourished during the early 20th century, and he gained widespread recognition for his skill in capturing the likeness and personality of his subjects. His portraits were characterized by a meticulous attention to detail, a keen sense of composition, and a sophisticated use of color. He became the official World War II artist, creating numerous portraits of military and political figures during this tumultuous period.

One of Salisbury's most notable works is his 1947 portrait of Sir Winston Churchill, which is now part of the National Portrait Gallery's collection. His portraits of British royalty, including King George VI and Queen Elizabeth, further solidified his reputation as one of the leading portrait painters of his time.

In addition to portraiture, Salisbury also explored historical and allegorical themes in his artwork, showcasing his versatility and artistic range. His contributions to the art world were acknowledged with numerous honors, including being appointed a Commander of the Royal Victorian Order (CVO) and receiving a knighthood.
