Mann was born in Leith, Scotland, in 1864. He studied art at the Royal Scottish Academy in Edinburgh, where he was influenced by the Impressionist movement. After graduating, he moved to London, where he continued to paint and exhibit his work.

Mann's early paintings were mainly of fishing communities in Yorkshire. He began to develop a name for himself in portrait painting in the 1890s. He painted a wide range of subjects, including society figures, academics, and members of the Scottish aristocracy.

Mann's style was influenced by Impressionism and Post-Impressionism. He was known for his use of light and color to create atmosphere and mood. His portraits were also characterized by their psychological insight and their ability to capture the essence of his subjects.

Mann was a member of the Glasgow Boys, a group of Scottish artists who were influenced by Impressionism and Japanese art. The Glasgow Boys were known for their realistic depictions of everyday life in Scotland.
